
President Ferdinand Marcos Jr. has appointed Transportation Secretary Vince Dizon as the new head of the Department of Public Works and Highways (DPWH) following the resignation of Secretary Manuel Bonoan, effective September 1, 2025.
“President Ferdinand R. Marcos Jr. has accepted the resignation of Public Works and Highways Secretary Manuel M. Bonoan,” Malacañang announced Sunday. “To lead the DPWH through this critical transition, the President has appointed Secretary Vince Dizon.”
Malacañang said Dizon will conduct a “full organizational sweep” of the DPWH to ensure infrastructure funds are properly utilized. Atty. Giovanni Lopez, previously DOTr undersecretary for administration, finance, and procurement, was named acting transportation secretary.
The President also created an Independent Commission to Investigate Flood Control Anomalies, citing concerns over ghost projects and undercapitalized contractors cornering billions of pesos in contracts. He revealed that 20 percent of the P545 billion flood control budget went to just 15 contractors.
Senator Panfilo “Ping” Lacson welcomed the appointment, praising Dizon’s “indefatigable” work ethic. Rep. Terry Ridon of the Bicol Saro Party-List said Bonoan will still be invited to upcoming congressional hearings on questionable infrastructure projects.
The DPWH earlier suspended several district offices in Bulacan and Batangas over alleged ghost projects and bribery attempts. The Quezon City government also reported that only two of 254 DPWH flood control projects in the city had been approved.
Bonoan previously said he would abide by the President’s decision amid mounting calls for his resignation.
