
Senator Sherwin Gatchalian said that Guo should be removed by the Nationalist People’s Coalition (NPC). The mayor of Bamban, Tarlac, Alice Guo, is believed to be connected to illicit activities involving a Philippine Offshore Gaming Operator (POGO) in her municipality.
With three of the four incorporators of Baofu Land Development Inc. implicated in money laundering, according to Gatchalian, it is difficult to imagine that she is unaware of their illicit activities in Bamban, including scam hubs and human trafficking.
Gatchalian, a member of the NPC advisory board, stated during the Kapihan sa Manila Bay forum, “My personal opinion is that she should be expelled from NPC because she is associated with POGO and her birth certificate is irregular and invalid.”
The POGO organization Zun Yuan Technology Incorporated was searched in March on the grounds of suspected criminal activity within the Baofu Land Development Inc. site, which is situated behind the Bamban Municipal Hall. Gatchalian was referring to this company.
The incorporators of Baofu Land Development Inc. include Guo, Rachel Joan Malonzo Carreon, a Filipino; Zhiyang Huang, a Cypriot; Zhang Ruijin, a Chinese; and Baoying Lin, a Dominican, according to Securities and Exchange Commission (SEC) filings, according to Senator Risa Hontiveros.
During the Senate Women, Children, Family Relations, and Gender Equality Committee’s examination into the busted POGO hub in Bamban, Guo’s background was questioned.
Previously, Gatchalian stated that his office had gotten a copy of the September 2020 Sangguniang Bayan Resolution, which contained the council’s approval of Guo’s (then-private citizen) application for a license to run Hongsheng Gaming Technology Inc.
A raid occurred in February 2023 on Hongsheng. When Zun Yuan Technology was raided in the Baofu complex in March 2024, it was using the same compound.
In the May 2022 elections, Guo entered as an independent candidate; upon her victory, she joined the NPC.
Since Tarlac is [dominated by] the NPC, it is normal for those who win elections to join the ruling party. However, Gatchalian stressed that NPC members must uphold a high standard of integrity, and morality, and—above all—to not be involved in criminal activity.
He stated that NPC members must uphold their integrity to avoid creating a negative precedent as members of the NPC Advisory Council.
A week ago, NPC chairman and former Senate president Vicente Sotto III announced that the party was looking into Guo concerning the Senate’s investigation into criminal activity connected to POGO.
Guo claims she only found out about illegal activity on social media and has denied any role in it.
